Title: Introduction to Federal Court Rulemaking Procedure

Abstract: As a result of extensive amendments to the rules of practice and procedure in federal courts in 1990, Federal practitioners are now obliged to learn a good many new appellate, bankruptcy and civil rules of procedure. But this article is not about the "substance" of these new procedures. It is too late for that discussion. Professor Baker instead seeks to explain the procedure by which federal rule changes, such as the 1990 amendments, are promulgated. Says the professor, “My hope is to demystify these procedures so that more members of the Bar might participate meaningfully in federal judicial rulemaking.”
