"Juvenile delinquency," when employed as a technical term rather than merely a descriptive phrase, is entirely a legislative product. Its meaning varies from country to country and from state to state. Delinquency in one jurisdiction may be criminality in another, or it may be both delinquency and criminality in the same jurisdiction, or it may be neither.
